Milo Surgant (Brandon Stacy, Lorenzo Leonard) was a rogue Betazoid and Starfleet Lieutenant, originally assigned as an interpreter to Horta Lieutenant Pergium. He was also in the employ of Siroc, and in league with the Cardassian criminal, Glinn Betras, and the Orion pirate, Vorina.

Role as Pergium's interpreter

Surgant was a student of Myra Elbrey, who was USS Excelsior’s counselor, in the telepathic interpretation program at Starfleet Academy. Despite Elbrey's recommendation that he submit to remedial work, Surgant continued through the program with the support of the rest of the non-telepathic faculty. In 2382, Surgant traveled to Deep Space 12, serving as Pergium's interpreter. However, Pergium reported Surgant had used his telepathic abilities, in a breach of ethics and security, to read the minds of Commander Tolian Naros and Commander William Martinez, which resulted in Surgant's arrest. Surgant escaped from the 's security detail, but made one last effort at revenge, telepathically attacking Elbrey. ("Dancing in the Dark")

After his escape, Surgant used his mental abilities to escape detection, and discovered the location of Starfleet's top-secret Grey Research Facility. After rendezvousing with Vorina, the two joined Betras to join Siroc ("Homeport").

Allied With Siroc

Starfleet learned of Surgant's ties to Siroc when Commander Naros and Elbrey interrogated one of Siroc's henchmen, pirate Captain Mason. Surgant confronted Excelsior officers Lieutenants S'Tal and Barrett on their mission to the Orion homeworld to retrieve a tetrahedron key hidden there by Mason. S'Tal escaped, while Barrett succumbed to Surgant's mental assault. ("Vigil")

Surgant is also in the Tholian base around Tren'La along with Betras, for months, before it is attacked. ("Her Battle Lanterns Lit") Surgant traveled to Centris III to monitor the distraction while Starfleet attempts to overtake Tren'La for the second time. ("Heavy Losses")

Surgant laid low after this, and did not reappear until sent by Siroc to kidnapp Silan, niece of Henglaar, in an effort to lure both the Excelsior's CMO and Counselor Elbrey from DS12 in order to capture them as well. After he was succesfull, he attempted to force information from his former teacher telepathically, but she was able to resist for the most part. His own arrogance at his abilities cost him, as Myra was also able to glean information from it during this second psychic attack. When she confronted him at the Dyson sphere, she was able to turn his own telepathy back on him, and proceeded to throttle him, before he managed to fatally stab her. But severely weakened by her own attack, he was helpless to fight back when Henglaar brutally snapped his neck in retribution for Elbrey's murder.
