A ship's Second Officer is the third in its chain-of-command, after the Commanding Officer and First Officer.
The TO&E (table of organization and equipment) for a Galaxy III-class starship specifies that the Second Officer must hold the minimum rank of Lieutenant. (HF 1.06 - "Echoes")
