From Hidden Frontier
A senior rank in Starfleet, a Lieutenant Commander is often a department head aboard a starship. There are often cases where someone holding this rank can be an Executive Officer or Commanding Officer of a ship, though this is not common amongst larger capital starships, such as the USS Excelsior or USS Independence.
This Starfleet rank is designated on the uniform collar by two gold pips and one black pip.
