A rank. Lieutenant, Junior Grade is a junior Starfleet officer rank. It is the rank bestowed on officers still early in their career when given tasks of extra responsibility beyond the Ensign position.
This Starfleet rank is designated on the uniform collar by one gold pip and one black pip.
