The Kai is the Spiritual Leader of the Bajoran people. In comparison to Terran religions, the Kai would be comperable to a Catholic Pope. Even though the Kai is, in name, a spiritual position, many Kai's have carried substantial political weight, some choosing to use it for both the good and bad of Bajor. As a highly spiritual group, many Bajorans who survived the Cardassian occupation credit Kai Opaka as giving them the strength to fight their opressors.

When a new Kai is needed, one is elected by and from within the Vedek Assembly.
