Family and Personal Life
Lieutenant-Commander Garren and his adoptive brother grew up on the lawless world of Farius Prime. Both were taken in by James Garren, a minor enforcer for one of the crime lords after their parents had been murdered by the Orion Syndicate. In later years, their adoptive father was also killed, and after both boys spent some time in enforced labour aboard an Orion ship, they finally escaped to the Federation.
Joe Garren had been a candidate for the Chief of Security slot on Intrepid, a post he lost to S'Ceris. Formerly a Merchant Service Customs Officer, he enlisted with Starfleet during the Dominon War, much to his brother's disgust.
Relationships
A once close relationship with his adopted brother became strained after Joe enlisted with Starfleet. They have spoken little since, though remain they do remain in touch.
Garren believes that he was the right choice for Intrepid's Chief of Security. As a result, his dealings with S'Ceris are often strained.

Chronology
- 2341: Joseph Millar is born on Farius Prime.
- 2342: Joseph's parents are killed in service to the Orion Syndicate. He is adopted by James Garren, an enforcer for Kradek.
- 2347: Gains a brother, when James Garren adopts another orphan, Richard.
- 2355: Is orphaned a second time when his father is killed by the Orion Syndicate.
- 2360: After several years of enforced labour aboard the Orion Vessel Vanguard, Joseph and Richard escape to the Federation.
- 2362: Joseph Garren joins the Federation Merchant Service.
- 2373: With war looming, Joseph Garren enlists with Starfleet, much to his brother's disgust.
