The Founders are a race of shape-shifting beings which formed the Dominion.
In 2378, a Founder was sent to help test out a new telepathic device with the Federation. He attempted to ally the Dominion with the Grey Confederacy but was caught by Captain Ian Quincy Knapp. He was shot by a phaser on the heavy stun setting, but the Founder thought it was a shot intended to kill and died with that belief. An informal tribunal was held on Deep Space 12 to investigate the circumstances of the death. (HF 2.03 - "Old Wound")
